BHUTAN ELECTRONIC CUSTOMS MANAGEMENT SYSTEM-eCMS

eCMS is a web-based application, that is accessible to all citizens and businesses wishing to conduct international trade that will consist, inter alia, of Customs Agents (Brokers), Importers, Exporters, freight forwarders and private citizens via the internet.

The objective of eCMS is to modernize and improve customs procedures to reduce customs clearance time, facilitate trade of goods across Bhutan borders, whilst exercising requisite border controls in addition to:

  1. Assist traders to fulfil customs procedures
  2. Facilitate interaction with other cross border regulatory agencies (CBRAs), cargo handlers, and transporters
  3. Support Customs control procedures and administration.

Name

Responsibilities

Declarant

Citizens engaging in international trade may apply to be Declarant, these will include citizens acting on their own behalf or on behalf of Clearing and Forwarding Agents or other Traders (e.g. Importers, Exporters, Projects and Government Agencies). Registration will give those persons access rights to complete and submit Customs Declarations (Import, Export, Transit, Warehouse).

Traders

This category will include citizens who interact with eCMS but who are not declarants and do not require prior registration and will include citizens who wish to make applications for Exemptions (including duty-free quotas), Appeals and Refunds. 

Transporter (Airlines and Haulers)

To allow a high degree of security of goods entering Bhutan, all airlines and (road transport) haulers will be required to supply airline cargo and passenger manifests or vehicle goods/transport documents. eCMS will provide the facilities to load details of the documents.

Warehouse Operators

On arrival (imports) or prior to departure (exports), goods can be moved into a public or private warehouse for up to ninety (90) days. Airlines can also move duty free goods, to be sold on the aircraft, or consumables into stores.

Border agencies

The eCMS should provide access to those government departments involved in border clearance for any necessary reports

  • Bhutan Integrated Taxation System: for validation and exchange of Tax Payer Number (TPN) information exchange of GST information and payment details;
